Planning & Land Use
Glenn Garber
|
Glenn Garber, AICP, is a veteran planner whose diverse experience includes municipal planning in Massachusetts, private consulting, regional planning, academia and large development projects.
Glenn’s professional work experience includes serving as the Planning Director in Bedford, the Planning Director in Lexington, and the first director of the Devens Enterprise Commission, where he crafted and implemented the first true unified permitting system. He also was involved with the original Westwood Station transit-oriented development project, was in charge of community technical assistance for the Metropolitan Area Planning Council. In the private sector, he also served as a senior project manager for major firms such as Sasaki Associates and Louis Berger Group, the international engineering firm, as well as in independent sub-consulting with a half dozen other consulting firms. Mr. Garber also was a faculty member at the UMASS Department of Landscape Architecture & Regional Planning. In the course of these endeavors, he has conducted detailed technical review and written land use decisions for well in excess of 2,000 applications involving special permits, site plan reviews, subdivisions, zoning variances and other regulatory jurisdictions within Planning Board and Zoning Board authority. He also has worked closely with Conservation Commissions in regard to administration of the Wetlands Protection Act, in addition to which such regulatory responsibilities were part of the direct powers of the Devens Enterprise Commission’s unified permitting system. As a consultant and regional planner, he has performed local planning work in more than 30 communities, and also has been a member of a local Planning Board and a Community Development Authority. He has taught courses for the Citizen Planner Training Collaborative and given numerous training sessions to community boards all over the Commonwealth. A graduate of Boston University, Glenn has a Master’s Degree in City and Regional Planning from Rutgers University. |

Lynn Duncan
|
Lynn Duncan, AICP, is an experienced planner with over 30 years of planning, conservation, and community development experience in both the public and private sectors with an emphasis on economic development, housing, open space and recreation, downtown revitalization, and the Community Development Block Grant program.
Her municipal experience includes serving as the Director of Planning and Community Development for the City of Salem, Massachusetts for twelve years where she was responsible for all planning, conservation, and development activities and initiatives within the community and managed a staff of twelve. Previously, she was the first Director of both Planning and Conservation for the Town of Wilmington for 13 years. She has also worked in small towns in western Massachusetts. In the private sector, Lynn was a partner in a planning and community development consulting firm with municipal clients throughout Massachusetts and Connecticut for five years. Her work has included review of numerous development projects before municipal boards, responsibility for four Open Space and Recreation Plans; grant writing; implementation of State-funded park improvement projects; adoption of major zoning amendments; implementation of community development and historic preservation projects; and preparation of numerous neighborhood plans, one of which received an award from APA for social advocacy and public engagement. She has significant experience making public presentations and facilitating controversial meetings. While in Salem she served for six years on the MPO, the State board responsible for funding transportation projects. A graduate of UMass and with a Master's Degree in Landscape Architecture, Lynn has been a speaker at numerous regional and national conferences, and has conducted training workshops for planners. Lynn has served as past President of both the Massachusetts chapter of the American Planning Association (APA-MA), the Metropolitan Area Planning Council (MAPC), as well as on the Board of Directors for the Citizen's Housing and Planning Association (CHAPA). |

Capital Planning & Municipal Finance
Kate Colburn
|
Kate Colburn holds a Juris Doctor from George Washington University Law School, with bar admissions in Massachusetts, the District of Columbia, the U.S. District Court for the District of Massachusetts and the U.S. Court of Appeals for the First Circuit. She has litigated complex cases before state and federal courts and was the compliance officer and in-house counsel at one of the largest industry organizations in the country. She currently serves the Town of Lexington in many capacities and has vast experience in the fiscal workings of municipalities and the capital planning process.
Serving on Lexington's Appropriations Committee, Kate makes recommendations to Town Meeting and the Town on the prudent management of financial affairs. She analyzes proposed expenditures and prepares written reports on proposed budgets. In this role, she also serves as the liaison to the School Committee, focusing on school department budgets and numerous proposed capital projects. Appointed by the Lexington School Committee to the Permanent Building Committee, Kate supervised the development of school-capacity building plans and designs to include expansion or reconstruction of Lexington schools to accommodate enrollment growth. Kate is also the founder of the Lexington Parents Advocacy Group, a citizen organization advocating for greater effectiveness, efficiency, and accountability in government response to rapid population growth and resulting strain on town infrastructure. In addition, Kate was elected Member and Precinct Chair in Lexington’s Representative Town Meeting, serves on the Executive Committee of Town Meeting Members Association, and has also been appointed to the Town Meeting Members Association Legal Affairs Committee. |

Public Facilities
Pat Goddard
|
Pat Goddard is the founder of Municipal Facilities Strategies, helping communities optimize their facility utilization and management. He provides guidance on organizational design, development strategies, resource maximization and multi-year facility master plans. At the human resource level, he provides mentoring, training and tools to build a culture of continuous improvement. Pat brings his unique public and private facility management experience to our team, working to enhance public facility departments across the Commonwealth.
Pat served as Director of the Department of Public Facilities for the Town of Lexington for 10 years, a combined department overseeing both municipal and school buildings. He improved the reliability of building systems by establishing a preventative maintenance program and implementing a Town-wide maintenance staff, thus reducing overhead and redundancy. Public Facilities operations transformed from a reactive, task-oriented structure to a proactive, results-based system. Pat fostered the development of multi-year facility capital plans that reduced deferred maintenance and even provided capacity for increasing school enrollment. Under Pat's guidance, Town goals for a new Community Center and plans for replacing an outdated Fire and Police Headquarters were realized. Prior to working for Lexington, Pat managed facility operations for Tootsie Roll Industries, Wyeth Research and Raytheon. With a Bachelor of Science in Mechanical Engineering from Cornell University and an MBA from Rutgers University, Pat has achieved Certified Facility Manager designation from the International Facility Managers Association. |
